Phyllis S. Jaffe

Phyllis S. Jaffe, passed away December 22, 2008 Phyllis S. Jaffe, an early practitioner of education labor law and wife of the late Frederick Jaffe died at home on December 22, 2008. She was 83. Mrs. Jaffe served in the Women's Army Corps during WWll and attended Columbia Law School, graduating in 1949. She was elected to the Ossining Board of Education in 1964 and served as president in 1966-69. In 1975 she joined the law firm Madden, Plunkett, Wetzel, Scott and Jaffe (later Plunkett & Jaffe). She led its Westchester office in White Plains. Her work dealt with collective bargaining; the rights of students under the Education of All Handicapped Children Act and its successors; and the rights of high schools to require community service as a high school graduation requirement. The latter right was upheld by a federal circuit court (and not challenged by the Supreme Court) in the case Immediato v. Rye Neck School District. Mrs. Jaffe was preceded in death by her brother Edwin Shelley. She is survived by and will be greatly missed by her sons Paul, David (wife Leslie Sholl Jaffe) and Rick (wife Kim Voss); four grandchildren, Dara, Gary, Eli and Julian Jaffe and her brother; Heywood Shelley, his wife Maritza Shelley, and their daughter and grand-daughter; and sister-in-law Florence Shelley and her children, grandchildren and great-grandchildren.
